I have great news! The active4d-dev mailing list archive is now
available online and is always up to date.
In addition to viewing messages by date (oldest first), you can also
view by message thread. In addition, my new archiver supports MIME, so
you are free to post to the list in HTML format if you so desire.

This is the correct behavior. You have to remember that a frameset
generates a _separate_ request for each of its frames. It is up to you
to pass the query string on from the frameset (which receives the
request from the user) to the individual frames by modifying the "src"
attribute of the <frame> tag, like this:
$query := get query params
if ($query # "")
$query := "?" + $query
<frameset rows="*,45" cols="*" framespacing="0" frameborder="NO"
<frame src="login.a4d<%=$query%>" name="login" noresize>
<frame src="content.a4d<%=$query%>" name="content" noresize>
